Requesting advice on leaving hair on skull cap elk mount

My Grandfather brought me his elk horns with the forehead and the processor left the hair on, which my grandfather wants put on a wall placque. How do I leave the hair on without it rotting and stinking to high heaven? What do I fill the back of the eyes with?
any help would be appreciated.

That scalp has to be removed. Once removed, it can be tanned and then sewn back on. That's where a taxidermist earns his keep. You need to grind the skull down where there's only a small skullcap. Attach that to a piece of 1/2 or bigger plywood cut to match, the unholster the edges of the skin underneath. Attach it to a plaque and you're done.
