wood wool substitute

I'm working on a bobcat and do not have any wood wool on hand to build up the tail. Can anyone recommend a good substitute and what gauge wire is recommended? Thanks.

14 gauge wire, you can use a paper towel

Anything can be used to wrap a tail, cotton, poly batten, an old rag, mold clay around the wire. Imagination!
