I need to know how to set elk antlers the right angle forward or back and the distance from eye to antler burr and what to hold it down with

the distance from the eye to the antler burr should be determined by test fitting. as far as the correct angle goes, line the front and back of the skull plate to the mannikin. if your not shure look at a skull to see how it sets.

You need to look at some reference photos of a profile view. The distance from the eye to the base is determined by your cape. Do a test fit and lay the cape back and see if it comes all the way to the burr without stretching it. Adjust the skull back and forth accordingly.
you probably already know
but just in case watch the wall clearance when you set the antlers
sometimes you have to kick them up slightly if its a long nice set
form selection will also play a part
