I'm not a taxidermist or an expert on laws of nature, But did some researching. During a Bio class, we dissected owl pellets, and students got to keep what they found. Of course we found mice, shrews, and all the boring stuff, but my instructor insists that my lab partner had found a juvenile owl skull.
Strange, Are owls known to eat their kind? Google.com has nothing on this!
Second of all, If the pellets were purchased by the school. what is the legality of a student to keep the skull? I know it's illegal to hunt the bird, then use its parts; but this bird had been eaten, spit up, and dissected, without the illegal intention.
I saw the post about the guy that found a pelican/heron skull, and was told to get rid of it. Would this be the same for the owl?

without a federal permit. You can't even touch it if you read the law.
throw it out
Ignorance is not accepted when breaking the law. Get rid of it. Good Luck. Dan Hudzik
if they have a Federal Permit to Possess.
Cannibalism is not unknown with owls. Sick or dead nestmates are "recycled". Great Horned Owls are fierce opportunistic predators-- they will eat almost anything they can get their talons on: skunks, cats (Fluffy), other owl nests.

Kewl! I didn't know that much on owls before. Anyway, my instructor took it to a wildlife reserve/research place where school trips are held and birdwatchers come to see the wildlife.
