have a 3" slip on a deer mount - it is clear at the back fo the form - it is dried now - is there any good way to fix this bare spot short of remounting

try to glue a new piece of hide in its place. You will have to make sure the hair color and pattern lines up which can be difficult. This isn't the easiest repair on a whitetail.
Did you not notice the bald spot when mounting or did you pull on the hair when it was wet and since it was slipping you kept doing it to see how far it went? It is always easier to cut out a bald spot and sew it prior to mounting than trying to fix it afterwards.
