I'm working on my first bird (turkey vulture) (I have the permits!), and having a hard time inverting the skin past the 'elbow', so I can get to the meat around the radius and ulna. Is it legal to make a relief cut, like you might on the heel of a small mammal, to get it all the way down? The skin is really tight, and there's all those fluffy feathers! Can anyone give me a tip?

It is perfectly OK to cut under the wing if you can't get it inverted. It is often easier to not invert wings on large birds. I cut underneath automatically.
