Is this hide past ok to be used with a dry preserve hide. I cant find out anything about it anywere not even on the bag.

Yes, it is ok
Dry preservative is a very harsh method of preserving a hide and it will stretch with unbelievable pressures. The only glue that will consistently hold DP hides is a good epoxy. Epo-Grip Epoxy Hide Paste is one of the few on the market that will hold DP hides from drumming.
