have any proper paperwork or anything for this animal. If not he'll be the one getting in trouble. River Otters are protected in my state, but that doesn't mean we occasionally catch one. I had some friends catch one in a beaver set and they took the honest route. They brought the otter to the nearest game and fish department and they considered it an "accidental" catch. Which it was. After taking down all the necessary information (sex of animal, place where caught, etc...) My friend had to pay a fee for a permit (I have no idea what amount) and he got to keep his otter as it was a non-target species because he was trapping for beaver. So if your customer has the proper papers saying that he can keep his fisher I'd say it'd be okay to mount it. Hope this helps!
As long as you have a peper trail form NY where it was legally taken...........you will be fine. This applys for anything transfereing to another state. Legal paper traals fix all
As always, call Harrisburg. Generally speaking, if the animal was legally taken in another state and is tagged it is fine in PA. However, if it is from a state that does not require tagging such as in the case of southern bobcats and other areas with fishers you "might" be required to notify your WCO and obtain a PA tag to make your possession of it legal.
DO NOT call your Regional Office. Call Harrisburg and ask your question there. That is the ONLY answer you can rely on.

It only needs to be sealed by an ECON Officer in NY. But the season has been closed for a while now and this seal had to be on the animal with in ten days after the close of the season. It would be a yellow band with the animal that says fisher tag and a number.
Make sure there are no bullet holes. It is illegal to shoot fishers in NYS
You can shoot fisher in NY while you are traping, see the regs on traping, clearly states it..
this turned out to be a gent that found a dead fisher and was trying his best to get it mounted, i thank God for giving me the moral standards to follow the law. and i also thank you all for responding. THIS SITE IS GREAAAT!
