Repair Whitetail Cape Shrunk...Cut Form Shorter?

I have a whitetail that I wanted to restore. When it was originally mounted it looks like the cape was too short or cut too short.

Can I soak the back end of this mount to soften the skin; Roll it back; Cut an inch off the form; bondo the board back on; and re-attach the back end of the cape and trim?

If this is not the proper method then is this repairable?
