Mounted a squirrel this weekend. I had a heck of a time getting the clay all the way down to the feet on one leg. I completed the mount, but this one foot is way to flat. Can I still cut the leg, insert clay, then sew back or is it too late?

I don't see why you couldn't cut the leg and put the clay in. It makes sense to me! I've got a squirrel with flat feet too. Maybe I'd better try that!
