Hi all:
I have a couple of hides (hair-on) of deer and elk that I have hand tanned...I noticed they have dried kind of hard and stiff... is there any way to rehaydrate them and soften them without tumbling? I do not have a tumbler...aside from the wife's dryer.

You probably didn't break those skins while they were drying. You need to rehydrate in water, take them out, maybe use some tanning oil on them and break the hides over a blunt edge to make them soft.
