What is the diferance between water base and Lacquer? Is one easyer to
work with, easyer to clean up, or just looks better?

As the name implies, that is the "carrier" of the pigmentation. Water based (or acrylic) paint is water soluable, while Lacquer based requires a laquer thinner or similar solvent to break it down. This means what you use to clean up the paint and your equipment.
I like the acrylics because of the safety of the cleanup and storage. Coloring is just as brilliant, but they don't "bleed" through as the lacquers do. They take a little longer to dry.
Lacquer dries almost instantly and "bleeds" through which is desired in some cases. If bleeding is not wanted, you must stay away for heavy coats that allow the lacquer carrier to act as a solvent. Ventilation, and respirator are required and storage can be a problem with larger quantities.
It all comes down to a matter of preference, and where your concerns are with the disadvantages.

Just a note concerning safety while using paints---even though water based paints are safer to use than laquer based paints a person would still be wise to take the proper precautions. DO USE safety equipment--respirator,eye protection and spray in an area with a good air supply. The ingredients in water based paints are STILL NOT MEANT TO BE INHALLED!
