Does any one know what the rules or regulations on removing
fawns out of a road kill doe in the state of Pa ?

Yes don't touch them. You must first call your CO or the Game Comminsion first before anything can be done. If you pick up a fawn with out calling them first you can be subject to a huge fine.

Bob,
You may want to consider a propagator. Still borns and week
old fawns that die from one reason or another are easier to
find. Most can be gotten for about $75.00 compared to the $100
from the pgc.
