would someone tell me who i would get in touch with . on rules and regulations on each states requirements. how would if find out what the laws are? in texas and new mexico. do i just get in touch with the local game and fish departments or what? any help would be appriciated.

Very simple answer Karen- YES. Also check with county and state business or commerce depts. for business license requirements. For instance in Oregon I need an annual license from fish and wildlife and a state business license. I only do fish otherwise I would also need a hide and antler license. The whole thing only costs me about $20 a year.
