I wanted to mount a turkey tail but some of the feathers
have been broken at the shaft. They didn't break in half
and if you twist them around, they'll almost fit back
together. What can I do to repair the broken feathers? Or
do I just take them out?

Twist them around and glue shaft with a little hot glue or super glue

In college, I did some work with birds of prey. When we received one that couldn't fly for no other reasson than broken flight feathers, we would repair them using a process called imping where we simply glued and small wooden rod - we often used toothpicks and tiny dowels - into the hollow center of the feather's shaft. properly trimmed, the feather can be repaired and you'd never know it was ever broken, plus it is a lot stronger than simply reconnecting the two broken ends.
