I have a guy wanting to bring a duck to me for mounting. He shot it last year during duck season but has lost his hunting license since then. Can he sign a waiver stating the bird was taken legally to make up for the lack of license number? Thanks.

Where I live you can go to the clerk who sold you the license and
get a duplicate license. Maybe he could check that option as well.
