Some have said that as long as a pen raised mallard is clipped at the proper time that no paper work is needed buy or sell the bird. Is this information correct?

All captive reared migratory birds MUST have a clipped rear toe on the right foot that is healed over. This is only if they are not pinnioned, this is a surgical procedure eliminating the bird to grow the last 4 primaries on its right wing. Birds sold for taxidermy are rarely pinnioned. Also acompanying the bird must be federal paperwork with all transaction details and the breeders name and address on it. These requirements are not something to play around with, the feds take this very seriously.
Mike is kind of right. The Mallards must be toe clipped or pinioned,but no federal papers are required to go along with these birds. If you check your federal sale/disposal permits 21.25 (a) the last line in that section says: except that such a permit is not required for such sales or disposals of captive reared and properly marked mallard ducks or their eggs.
