You do need to make a neck out of some type of necking material. I wrap mine out of macrame` some use foam etc. Most turkeys have a neck that is 13" long. I measure this from the top of the head down.
What turkey form are you using?
The Ferebee system requires a flexible neck that includes a nice foam neck and breast piece.
On the Cally Morris forms you do, as Frank said, need to build a neck. I personally use neck foam because it's the right thickness, etc. and that's what it's made for. In a pinch, you could also use foam pipe insulation from your local hardware though it's hollow and makes it a bit tougher to mount.
I was fresh out of turkey answers!
It worked out well ,rather do a duck!
