I'm preparing to mount a male wood duck. I have an artficial head, eyes and eye rings from Joe Ferebee. What is the right way to use the eye rings? Do they go under the eye against the head or do I trim them out and place them over the eye after the bird is dry?

The eye will fit into the ring then place the whole thing onto the head
I seem to recall that Ferebee eye rings are similar to others marketed by the supply houses. There should be a flat edge or shelf around the actual eye ring. Put clay into the cast head and set the eyes as usual. Lay the eye ring over the glass eye and use either clay or sculpt all to cover the flange without getting it on the eye ring. Then let it dry and set. When you mount the bird, pull the skin over the cast head as usual and secure it. The skin around the eye will fit snugly over the ferebee eye ring start at the front of the eye and work it aroung the eye ring. Once it is all the way around it, it will stay in place. Just tuck the eyelid as normal and fininsh the bird. Hope this helps.
