curious how you can obtain a permit to to legally posses, not sell, hawk feathers that one might find on the ground? How about owl feathers?

Unless you are a Native American with papers or a Scientific or Educational Institution you can't legally possess any feathers or parts of protected species such as Hawks,Owls or Eagles.
You will have to get the federal law changed, and it will probably be more trouble than it's worth.

Just all the UNITED STATES.
...AND, IF you are a Native American, it has to be of a federally recognized tribe, AND the certificate is only good on reservation lands, AND it is only good for Eagle feathers and nothing more. I verified this about a month ago with the Federal office in Minnesota.
Not a single soul in this country is allowed hawk or owl feathers.
Not that I agree with it all, but this is just an information post..
there is such a thing called a salvage permit. it does allow you to have hawk,owl etc.. but no eagles.. a eagle permit is good anywhere and if you have it 99% chance they won't mess with you for hawk or owl...a stae recognized indian can have feathers as long as they came from a federal tribe member no permit needed. now they will tell you a bunch of crap to keep you from filing but when you read it and understand you will find it can be done... contact you usf&w of your regional area ask for permit department and request all permit applications and papers....
