I am new to this site and read the article about the spotted eagle owl.Are you saying I could go to Africa and shoot a vulture or owl and legally bring it back through customs? Example Griffon vulture?

First of all, you would need to make sure that you have complied with the laws of whatever country you go to.
Second, make sure it isn't listed as endangered or included on the list of migratory birds or anything like that through the feds. If it is, you can't do it.
Third, you would need to know if the bird was listed under CITES, and if so, you would need CITES permits.
Then you would have to clear Agriculture, Customs and Fish and Wildlife, and you would be o.k. There are quite a few import regulations that you would have to comply with. Not difficult, just a lot of them. Your best bet is to contact your local fish and wildlife (federal) office and find out their import procedures.
