If you are going to mount ANY migratory birds for any money (even if you mount them for cost), you need a federal permit. Also, you might need a state license depending where you are located. Search the archives for more info.
don't touch migratory birds without a state (if req) and a federally permit. It's a federally matter and a big NO NO! You cannot even mount one for free! You can mount ones that you kill for practice, but don't sell them! You can also not buy migratory birds for any reason, unless they are farm raised (and have proper papers with them)>
