I need some help here. Is it best to skin the birds out before I ship them, or ship them whole. Also, is there any laws regulating the shipment of birds? Thanks,

if they are legally taken migratory fowl, then the outside of the box needs to be marked with species and quantity you should also include in the box the proper papers and/or permits that pertain to migratory fowl. if you're talking quail, pheasant, chicken, turkey... then no I think your safe just dropping them in the mail.
as far as skinned or whole.. I prefer to recieve birds frozen whole, it helps to keep them frozen when there is more to defrost..
