Ducks in water hole with ice and snow

Just finished 2 ducks in a water scene and would like to add some snow covered ice around the edges of the base.

I have the newmeyer manual and have made some convencing ice, but how do you go about adding snow on top of it. I would like at least 1/4". And how would you prevent the excess from sticking to the water?

try this

Try mixing ground up styrofoam-open cell type found at some craft stores-white in color- with clear silicone caulking. make sure that you have good ventilation as the fumes are very strong.
