I know you can't trade wild bids but what about pen raised birds with all the paperwork? Like a pen raised redhead for a pen raised pintail?

Yes. Pen raised waterfowl (with proper documentation) do not fall under the usual guidelines that wild fowl fall under, and are legal for trade or barter or as cash value.
