If it is a U.S.A. owl; someone cannot give it, sell it or trade it to you; paper work or not.
A bird of prey [USA] can only be passed down from a family member! That is the only way you can have one in your personal collection in the lasts 30 years.
Now please don't take my word or bubba taxidermist word for it, call the
U.S. fish and wildlife service.
