i believe that is highly illegal.

i just had to turn down a bob cat that was killed in Texas and brouhgt back to Kentucky without a cites tag and i probly the 3rd shop this guy has tried to get into, guy has gotten really mad when i called him back and told him to take it back to Texas and get a tag and then come back.

The Eagle Owl is not one of the 62 species of Owls on the Red List http://www.redlist.org/ and the U.S. Fish and Wildlife Department is only concerned with North American Wildlife and those brought into the country illegally. As stated in the description the owl is captive raised and died in captivity. Aviaries sell birds that are in excess all the time - though never a North American Species. It could be that the seller convinced some taxidermist to mount it gratis in order to raise money for the aviary it died in.

And Tigers were never native to the U.S. try and sell one of them on ebay
