A customer of mine just brought in 3 blue grouse he killed in Montana this season. These are the first blues I have ever mounted, out of the 3 one is much smaller, maybe an immature, I know the males have visible air sacs during spring, but how can I tell what sex they are if the customer should want the sacks inflated? the birds are frozen at this time so I have not had a good chance to examine them thouroughly.

Check your reference. You do have reference? There is a difference between the male and the female coloration that is destinctive enough to tell. Even without reference you should be able to tell once you have a chance to examine them. If all are the same sex, you will have nothing to compare. Time to gather your reference anyway, you'll need it when you mount them.
