Any suggestions on what legal birds or parts to use to recreate an oxpecker?

Try a juvenile starling

You would need to get it right after it fledged, when it was still brownish.

What about domestic species - society finches, canaries, zebra finches, diamond doves, some Poicephalus parrots, and other brown or partly brown, legal birds?

You can use a young starling, except the tails are longer on Oxpeckers (they are in the starling family anyway).
I doubt you can find a head that will work as they have differnt bills. I'm sure you could create something even if you have to use dyes in the feathers. You might look into a ringnecked dove and some dye and sculpt bill and some eye rings...sounds like a fun projsect to me !
