Have a Blue bill that the neck dried out of place. Can I rehydrate the area and taxi the skin to the correct location? If so How? Thanks

I would try wrapping a wet paper towel around it for a day. Keep the towel wet. I one time stuck the whole head and neck into a bucket of water for a while.(my own bird). In the future make sure the head and neck are exactly where you want before you call it a day. Those short feather areas set up quick.
Shoot the neck up with some warm water in a syringe,
wrap some plastic lunch wrap around the area and allow it to absorb overnight. You may have to do this again, but at least it will work from the flesh side out.
Once corrected, flush feather area with thinners and air dry
