Is it legal?

Question from a customer. If you are duck hunting out of state and have a taxidermist who is part of your group tag birds with all the paperwork filled out, concider these birds no longer part of your possesion limit when transporting across state lines?

...but it is NOT legal. Although they are not in your possession, the proper paperwork would show how many birds you shot in any given day regardless of where the birds are physically located.
