Bald Eagle

This is crazy, I just had a tribal member bring me a bald eagle that took her 4 years to get from the repository. I felt like Dave Luke in the last Break through because she left this thing out for 1 1/2 weeks. She tried to preserve it herself by cutting its head off and neck off because she wants to wrap it around a dancing stick. She wanted to know if i could salvage it for her and yes its starting to rot. She also wants me to salvage the talons with the leg feathers attached but these have been immersed in salt for 3 days. She brought her paper work and I called the USFW. They confirmed that she did receive this bird legally but only has a temp permit for it and still needs to apply for the real permit. They told me I cant do any thing with the Eagle untill I have this permit in hand. So I told her to take away and freeze every thing, get the real permit and then I can help her. Ive warned her about the birds condition but im willing to try the project cause they dont come through the door everyday. She said it doesnt have to be perfect and asked if I could maybee put marbles in his eyes. I said I can do better than marbles and when Im done it will look good unless I get into it and relize its to far gone. Any thoughts I wont be back till mondat to respond.

A few years ago I had a tribal elder show up with a bald eagle head for a similar purpose. He had waited years to get his, too. He had all the paperwork. It was sent to him from somewhere on the west coast via Greyhound...in the middle of summer! Of course, it was ruined for any purpose, other than gagging maggots. I've always wondered if it's manditory for the federal employees that handle this kind of thing to have an IQ UNDER 60?

so if i gather this correctly it is ok to freeze the eagle to keep until work is to be done with it , ...ok then what would optimal conditions be?
