I have an eagle mount and the feathers are yellow. How do I get them white again?

I have done several and not a one of them has been truly white, even when they were still fresh. Granted, they LOOK white from a distance, especially compared to the dark body feathers, but in reality they were a very, very pale beige/grey. They were fully mature birds from the Pacific northwest.
If you are trying to restore an old mount you are probably out of luck. It could be tobacco smoke, years of dust buildup, or almost anything, including sun damage.
