Dry it out as you would for a tail mount, then pin it to the finished bird where it orginally was, a dab of hot glue will help hold it in place...
I assume the whole bear is intact, with its fleshy base. If so, then just sew it back on with some good thread. If you want to add some glue, try a fast epoxy after all the rest of your work is done. I added a second beard to a bird by sewing, no one can tell the difference.
Personally, I would be leary of pinning, and hot glue. Pins pull out, and hot glue isnt the greatest stuff on earth.
