Bird Paperwork Question

I have been purchasing some waterfowl this spring and plan to sell them, mounted in glass end tables, to consumers. For some reason I am having a hard time figuring out what EXACTLY I need to do for paperwork. I am wondering about the federal waste and disposal permit specifically. I can't quite figure out if I need to apply for one for myself for each bird before I sell them again( I bought all birds from a legal game farm, toe clipped and with a federal waste and disposal permit issued to the previous owner) as well as keep the one from the person who sold the birds to me or not. If I don't have to get one myself, do I need to keep the original from the person who sold me the birds in my files and just send a copy with the mounts? or am I supposed to send the original paperwork with the mounts? If I am supposed to send the originals with the mounts, how am I supposed to do that when I have one permit for several birds? I have been reading and re-reading section 50 cfr 21 and it doesn't seem to be that specific. I can't seem to find any definitive answers in the archives either. Just thought I would try on here and see if anyone else has a for-sure answer before calling fish & wildlife and possibly suddenly finding officials going through my freezer looking for something to tag me with. I have had that question asked of me many times so I spoke with the USFWLS in Minnesota and asked them what to do.What I was told is to make copies for each individual sale or species being sold. You keep the original for your records. They just need a paper trail to follow if anything is amiss!

Does anyone else have any more info on this subject? Does anyone actually have a ducument number or anything where it actually states this as a fact? This is serious business because it is all federally regulated, and I don't want to end up a felon for mounting legally pen raised birds. The FWS frankly could give a hoot about what somone from their office said. Just becuase you called them up and talked to someone doesn't mean you are safe, its unfortunate, but true. You need to find this kind of stuff on paper somewhere, and I haven't been able to yet.
