where should the proper measurements be taken from before skinning and does it apply to all birds

of the question. No meassurments should be taken before the skinning takes place. Measure after you have the body out(length and girth).

It really depends on the perticular form you're going to use, and from what vendor. Most ask for length and girth, but some want the measurments around the breast, and some want them around the bird lenghwise. Look at your perticular taxidermy supply company, and measure the way the book suggests. Don't pay too much attention to the suggested species of bird, you're basically trying to fill the "void" left behind.
