Duck water tack problem

I did a water pour yesterday and it is still slightly tacky. The amount of catalyst used was properly measured and the resin was mixed well. I don't want to spray on a top coat because I will lose the luster. I tried surface cure on earlier pours and it always gave a slight "haze". Even when used in lesser amounts than instructed. My question is can I use an acrylic brush on clear coat to help get rid of the tack? What would work better, enamel, acrylic, laquer, etc? I appreciate any pointers. I am a newcomer to taxidermy and especially water scenes. Ps. I put this in habitat catagory also but figured maybe some duck guys could answer this and figure it would be seen quicker since more people seem to post on "birds". Thanks.

water hazards

I usually do another thin pour right over the top with some new resin.sometimes when it sits on a shelf too long, the resin wont cure right
