I know that mounting a starling is okay with the feds., but does anyone know if New Jersey has a problem with mounting a starling?

Yes, you can mount a starling, anywhere in the USA! They, along with House Sparrows, are not a protected species. (I would also say that you could mount Rock Doves, aka city pigeons, but the last time I asked the DNR, they could not give me a straight answer.) Have fun!

Those agents have to go to school and they don't get "A's" If you ask the same question of three Federal agents you may get three different answers.

New Jersey has to be one of the most unfriendly to taxidermist states in the U.S. The law states that ALL WILD BIRDS AND ANIMALS ARE PROTECTED IN THE STATE OF NEW JERSEY. I suggest you try their website, or call the Division of Fish Game and Wildlife in Trenton. You should find their phone number in the phone book under N.J. Gov. in the blue pages of your phone book. Also the number is in the N.J. Wildlife Digest that you find for free in most Sport Shops that sell huntng and fishing licenses. Good luck! PLEASE POST BACK WHAT YOU FIND OUT. I too have asked about different things. Nobody knows it seems. They always give you the run around. The problem is that many of the laws pertaining to taxidermist in New Jersey were written over a hundred years ago. Trying to change some of these laws is like pulling teeth. The old N.J. Taxidermists Assoc. tried without success. I'm not sure about the current Garden State Taxidermy Assoc. If they tried anything. (I'm not a member, as I've been out of taxidermy for a while) I still have a keen interest, and most likely will go back to taxidermy, but probably not in New Jersey.
