Yes it is they are non-migratory birds.
...Your STATE has some regulation against it. Legal questions can't really be addressed here unless you state where you are located!
Doesn't matter what state cause it's pen-raised. If it was a wild bird it would be a state matter. Don't worry about it, just make sure you have proof of being pen-raised.
