Dry hide

starting a deer for a friend. It has been in his freezer for 1 year and has not been caped out. What are the steps should I use on the hide since the hide is dried out on top of the skull and assume the ears and lips are also dried up. The hide is so dry I dont think salt would stick to it even after hide has been washed. Would a relaxer work. If so who makes a good one.
