Flaking deer skull

Hi all,
I'm doing a european mount for a friend, but I'm having major problems with the skull now that it is cleaned. It is very brittle and flaking all over. I boiled it with Arm&Hammer Super Washing Soda and I must have added a bit too much, or I boiled it too long. I didn't have this problem on the last skull I did with borax.
Any ideas on how to stop the skull from deteriorating any further, and how to repair and finish this skull would be greatly appreciated. I think I will have to use some kind of filler to repair the entire skull then sand it and paint it. Also what's the best paint to use that looks like natural bone?

sand n seal...

Sand it very lightly - seal it with flat finsih acrylic urethane - then step into the modern world and never boil a skull again - not even for a minute.
