Can you Modge Podge cooking utencils?

I want to modge podge a set of metal measuring cups as a gift for my sister; I want to make them personalised, but I have never used modge podge before so I don't really know what I am doing. Is it okay to use it with cooking utencils? Is there a risk for cooking here? I wanted to use magazine cut outs, but I've heard that it bubbles up sometimes, can i prevent this? and finally, could i simply modge podge the outside of the cups, and leave the inside metal, will it seal to the metal without requiring me to cover the enitre surface? I am very new at this, and would love for it to work, any advice would be greatly appreciated. Thank you so much.

My experience with it is that it easily peels off when abrased. It will also cut easily, and is water soluable. Will not withstand any heat, and unles they are simply for decorative purposes, it will not work on the cups if they are to be used and washed
