Tanning problems

I have just started doing my own taxidermy for myself. My problem is I tanned a hide with liqua-tan that I was given after I had pickled it in a citric acid bath. For reasons not known to me I had noticed the hair fell out near the eyes by the tear ducts after I removed it from the tan, producing a bald spot. The hide appeared in good shape when I received it. Is it possible I over tanned or pickled it or was it possibly in poor condition that the hair slipped? Thanks for helping a rookie.

if ph was right - hard to screw up the pickle when settings are correct

Was it fleshed good, close to the eyes? If not, the salt was having a hard time doing its job.
