Cant find a small yearling form

I have a deer brought to me with spots and ages at around 6mo. The e-n measurment is 3 3/4 and the neck measures 9" . I cant find a form anywhere for this. I can get the neck measurement but cant get that size neck with anyting under a 5" e-n and the necks on these NJ deer seem looooonnnnngggggg tooo.
Help with suggestions appreciated
