Try

You might try paint thinner. I have used it before to take varnish off wood and glass. I don't know what it would do to a horn. It might take some of its coloring away.

Try Chisel

There is a product we use in industrial maint. called Chisel, it comes in a spray can and it is really powerful. you can spray it on a 55 gallon drum and cleanly wipe the paint off down to the metal with a rag. I think it may be made by loctite, but I may be wrong. try looking it up online. it should remove your varnish. if you cant find any just try some gasket remover in a spray can, its the same stuff.
