How do you tell if an old mount was tanned or DP'ed?

I took in a relatively old head this week to be remounted. It is dated 1971, mounted on a paper form. I have done a lot of DP work in the past, but I have never seen a cape turn to powder like this one has. How can I tell for sure if this cape was DP'ed ot tanned? It was mounted by a taxidermist who did a lot of work in this part of the country. He has passed away. I would like to know just to satisfy my own curiosity.

I had a similar deer that a guy gave me but closer examination of the skin showed that it wasn't preserved correctly and dust mites got into the skin and just ate away the leather leaving a powdery residue on the hair and on the epidermis as well. The mount could have been kept in basement or somewhere damp causing the breakdown in turn attracting insects.
