A few problems can be going on here. One is the form totally roughed up and smooth?
Did you blow off or make sure after you scraped the form down you removed all the dust?
Is the cape clean and free of all lose or any skin material left on that may cause this bump or wave?
Have you taxied the skin day in and out to make sure where there is loose skin that you slow adjust the skin to take out the waves?
Finally is the hide paste your using totally free from any unnatural junk or lumps?
Just about any of this will cause your problems. Now you need to sit down and figure out from here what the real culprit is and then your problems will disappear and you'll have calm seas again.

Fleshing

One other thing, is if you are fleshing by hand, you could be shaving very unevenlly, which will cause uneven drying and pulling.

wrinkles

Don't forget - you should have skin wrinkles io the top of the shoulders in upright mounts! Depending on the pose they can also come down the side of the neck on the inside of a bend; never on the outside.
The trick is to taxi them well, so that they look natural.
The wrinkles will be in all uprights; just more obvious in short haired animals.
