Deer Drying Problem

I am having a problem with a deer that I have never had before. I mounted up a deer for a customer using the same method I have used the past 5 years. I fleshed, salted, and tanned the cape with JRTS, thinned the cape down and mounted it up with buckeye sumpreme hide past about 3 weeks ago. For some reason this deer will not dry. I have put a fan on it and a de-humidifier underneath it and it is still not dry. The deer I mounted a couple days after it, using the same methods, is already dry. Does anybody have any suggestions. One the sides of the neck the hair will pull out somewhat easily. I have had this happen before but the hair always locks up tight after the mount drys. This deer is really bugging me, especially since the mount is one of my best. Please let me know if anyone has experienced this problem or if anyone has any suggestions on how to fix the problem. humid lately where you are at
i get the same thing down in the south but not quite to that extreme
i found so i dont get any suprises i need a solid month to dry
some i cant move the ears after a couple of days
some take two weeks or longer
i think it will eventually dry

let me ask this while im at it
did you wash the cape before you mounted it
i have been giving the capes a quick wash to stop the tanning process and so the glue will stick to a farely oilfree hide

p.s.
unlike some of the other rub on tans
you do not have to add oil to the skin to get stretch
there is a ton of oil in this stuff

i love it since i finally took Georges advise and used it
