I applied stop slip to a deer already mounted but not sure it helped. my question is if mount is allowed to dry completely (2 weeks lets say) will the hair eventually lock in to the skin and not slip?

If it isn't tanned and has bacterial damage it will probably still shed from now on.
Drying completely usually sets it, you'll have to wait patiently without pulling on the hair.
