Selling mounts legal?

Is it legal for a licensed taxidermist to sell whitetail shoulder mounts or turkey mounts in the state of North Carolina? Regulation book is no help, or I'm not looking in the right place! My shop is becoming a showroom of non-paying customers trophies!

It can be sold only for the balance owed by the customer. Providing you have some type of paper work the customers sign stating after "X" amount of time has passed since you contacted them that it was ready. The property becomes yours and you can sell it to recoup your loss.
